That's true... I was actually thinking that this seemed like a really good hint mechanic? I was jealous.

Don't ask me. Honestly, as far as I can remember only the library was ever consistently useful for reasons outside of being related to the murder scene, and even it was a bit of a stretch.

One of those things that make a lot more sense in hindsight, but not necessarily usable in the moment. When I say 'sometimes useful' I really do mean sometimes.
