Hmmm. [He makes a show of thinking deeply to come up with a good story. When he starts talking, his low drawling tone really instills his words with a sense of dread.]
A while ago, I was in Yubari for my work. It's a coal mining town, so their graveyard had a lot of fresh plots. Mining for coal is a dangerous business.
But the people of Yubari had a particular problem. Those fresh graves kept being disturbed. Bodies going missing.
I was visiting a taxidermist there. A young man, but his talent was well known. Do you know what I found in his house?
[Flayn considers that for a few long moments, her brow knitting together in concern. Just born wrong... is that so? She shivers, drawing her blanket a little more tightly around herself, and stares down at the campfire.]
It is true that some people are... different, even from birth, but... we are not all doomed to be as we are from the moment or our birth. Part of life is growing, and changing, is it not?
[Ogata is quiet for a long moment, staring into the fire as well. His expression is inscrutably impassive as it often is, his mouth set in a grim line in the dramatic light. After a long moment, he unslings his rifle from his shoulder, shifting it to his lap.]
There are a lot of component parts in a rifle. Without routine maintenance, they're liable to malfunction or break. They can be replaced. [He slides the bolt out of his rifle, twirling the piece of metal idly between his fingers.]
But if you're missing one part, it doesn't matter what you do. The gun isn't going to work. [People and guns are clearly the same thing and this isn't a completely insane metaphor.]
[Ogata blinks owlishly for a second, clearly caught off guard. What she's saying makes sense based on his metaphor, but... No... It can't be that simple. Because then where does that leave him? What does that meat about him?]

[He sounds skeptical.]
I suppose I could contribute. If you like.

What did you do when you discovered it?

I was planning on going to question him, but then Sergeant Tsukishima ambushed me. Things got a bit chaotic after that.

Do you think a madman would ever truly have been able to pay for what he did if he didn't understand it was wrong?

[If someone stuck around to try and show them, that is.]
For some, a lack of understanding comes because they have never known any other way. That is something that can be rectified.

And you expect them to accomplish that in jail? That's where he would have ended up, after all.

[No one's learning from dying.]

[He would know.]

I do not understand. If a piece can be replaced if it malfunctions, it should also be able to be replaced if it is lost...
Likewise, we are able to find in others what we lack in ourselves, and become all the stronger for it.

You make it sound so simple. Things aren't that easy in the real world, Flayn.

[She doesn't sound like she believes him.]
But that is why people group together, is it not? Even you... you are here with us right now.
